When the 1959 Annexation Laws were passed, a number of counties were exempted from the law and retained the right of the property owner to vote on a "city initiated" annexation.
(See the 1959 News & Observer article listing those Counties HERE)

Those Counties exempted were Columbus, Cumberland, Edgecombe, Halifax, Harnett, Iredell, Nash, Pender, Perquimans, Person, & Randolph.

Over the years, many of the Counties originally exempted passed local legislation that removed the exemption and took away the right to vote on "city initiated" annexations.
Did the voters realize that they were giving up their right to vote?
